What does progress sound like? We asked stakeholders at our recent SABER engagement in Yobe State. We brought together stakeholders from Yobe State’s ministries, departments and agencies to take stock of reform progress and chart the path ahead. Beyond the technical sessions, the moments that stood out came from the people in the room. Their perspectives on what these reforms mean for the state, and the work still ahead to get there.
